The construction industry is one of the catalyst industries in driving the country’s economic growth. It is a very competitive industry that requires competent labour and technological supports.
One of the key challenges faced by the construction industry is low quality and productivity. The main reasons for quality deterioration is due to lack of skilled manpower in construction sites.
In line with CIDB’s function stipulated under the ACT 520 that is to certify skilled construction workers, CIDB has taken steps to accredit or give recognition to skilled construction workers who passed the Skills Competency Assessment Test. Skilled workers who pass the assessment test will receive the CIDB Malaysia Skills Competency Certificates (known as Sijil Kecekapan Kemahiran) for both target groups.
It is CIDB’s goal that only competent skilled workers who owns the certificate will be eligible to perform the duties and skills required at site.

ACT 520 LEMBAGA PEMBANGUNAN INDUSTRI PEMBINAAN MALAYSIA ACT 1994
The amended Act 520 makes it compulsory for construction personnel to be registered with CIDB. This is to allow CIDB to gather sufficient and accurate data on the number of construction personnel available and needed, the relevance of skills training programmes to the nation’s need, and to keep tabs on standards of construction workers.
The amendment also requires all construction site supervisors and skilled construction personnel as specified in the Third Schedule of Act 520 to be accredited by CIDB, and to hold a valid CIDB issued certificate according to their respective trades and skills.
This is because construction personnel who have been certified of their skills can produce work of high quality, be competent and highly productive. This in turn will increase the image of the construction workforce and attract more to be involved in this line.
Anyone caught working without proper registration and accreditation papers will be fine of not exceeding RM5,000. Likewise, the same penalty will also be imposed on employers of workers who are not accredited to carry out construction work.
The clauses in Act 520 CIDB that provide law enforcement on adherence to the Accreditation and certification of construction site supervisor and skilled construction worker are as follows;
Section 33A. (1) No construction site supervisor or skilled construction worker shall be involved or engaged, or undertake to be involved or engaged as a construction site supervisor or skilled construction worker unless he is accredited and certified by the Lembaga and holds a valid certificate issued by the Lembaga under this Act.
Section 33A (2) For the purpose of this Act, skilled construction workers are those specified in the Third Schedule.
Section 33A (5) A person who contravenes subsection (1) shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding five thousand ringgit.
Section 33A (6) Any person who engages a construction site supervisor or skilled construction worker who is not accredited and certified by the Lembaga to carry out any construction work shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding five thousand ringgit.
“skilled construction worker” means any employee possessing the accepted level of skill, knowledge, qualification and experience of one or moreof the trades as determined by the Lembaga and listed in the Third Schedule;
“accreditation” means a procedure by which the Lembaga or any person authorized by it gives formal recognition that a body or person is competent to carry out a specific task relating to the construction industry;
